Government

We have substantial experience representing clients before state and Federal legislatures, executive branches, and regulatory agencies. We also handle a variety of government contracts matters for our business clients and have an active practice representing institutions of higher education in accessing federal funding. On the other side of government representation, our public finance attorneys represent numerous state funding authorities as bond counsel.

Legislative and Regulatory Advocacy

Many of our attorneys and senior professionals have worked in senior government positions and, as such, bring added value to the representation of clients who desire that their positions be recognized at influential levels of state and Federal governments. We regularly advocate our clients' positions to both sides of the aisle in Congress, the Executive branch, as well as to various administrative agencies.

Bond Counsel

Our Public Finance attorneys have served as bond counsel to state financing authorities for decades, representing them in issuances for housing, education, research and health care facilities. These state authorities, for which we have handled billions of dollars of transactions, are located throughout the northeast corridor.

Government Contracts

Our government contracts attorneys provide clients with advice and representation in a full range of federal and state government contracts matters, including:

  • contract negotiation and award
  • intellectual property and data rights
  • compliance
  • acquisitions and finance
  • GSA schedule contracts
  • bid protests and injunctions
  • contractor claims and litigation
  • government claims and investigations

Obtaining Federal Funding

For many years, we have helped both public and independent colleges and universities obtain federal funding for important educational projects.  We represent institutions of higher education before Congress and before Executive Branch agencies such as the U.S. Department of Education, U.S. Department of Health and Human Services, U.S. Department of Agriculture, U.S. Department of Commerce, USAID, the National Science Foundation, and many others.

Environmental

As environmental law has evolved to become an integral part of everyday business, we help our clients understand and negotiate the complex maze of local, state and federal environmental requirements.

Communications

In any transaction that involves the transfer of FCC and state public utility commission licenses and other authorizations, the parties must get regulatory approval of the transfer. We have the depth of experience to navigate FCC and state license transfer processes, so that routine matters stay routine and more complex or controversial transactions are handled as expeditiously as possible.

Health Care

We have presented our health care and life sciences clients' views to members of both the House of Representatives and the Senate, to the various Congressional Committees with jurisdiction over health care matters, including the Food & Drug Administration, and to state and local legislatures.

Pro Bono

Through our pro bono program, we have vigorously advocated and continue to act as advocate for state and federal legislation aimed at protecting the victims of domestic violence.
